1. Call to Order: First Selectman Mary Bylone called the Board of Selectmen meeting to
order at 7:01 p.m.. Board of Finance Chairman R. Tarlov called the Board of Finance to
order at 7:01 p.m. Board of Education Chairman M. Tomasi called the Board of
Education to order at 7:01 p.m.
2. Public Comment: None
3. Priority Discussion/Action Item — Approval of Request to Hire Director of Human
Resources: First Selectman Bylone explained that the Town has not had a Director of
Human Resources (HR), but that Human Resource responsibilities are divided among
many individuals between both the town and the Education Department. The proposal is
to have a Director of HR that would be split between the Town (30%) and the Board of
Education (70%). Having a designated Human Resource Director would provide
protection for our town and Education Departments as well as provide an advocate for the
employees. Superintendent Burt explained that his Human Resource Coordinator had
resigned and this provides an opportunity to restructure that position that would increase
efficiencies. M. Cosgrove pointed out that many of the staff currently dealing with HR
issues are not adequately trained in HR and could mistakenly provide misinformation.
Upon further discussion of the benefits of the position outweighing the negatives the
Boards reached consensus. Board of Selectman Rosemary Coyle moved to approve the
request to hire a Director of Human Resources, Denise Turner seconded. The motion was
unanimous. Motion Carried. Board of Finance member Andrea Migliaccio moved to
approve the request to hire a Director of Human Resources, Nilda Negron seconded. The
motion was unanimous. Motion Carried. Board of Education member Jessica

Domeika seconded. The motion was unanimous. Motion Carried
