                                                               BYLAWS OF THE BOARD

    FORMULATION, ADOPTION, AMENDMENT OF ADMINISTRATIVE REGULATIONS

Formulation of Administrative Regulations

The Board of Education shall delegate to the Superintendent of Schools the function of
recommending required actions and designating the detailed arrangements under
which the schools will be operated. These rules and these detailed arrangements shall
constitute the administrative regulations governing the schools.

Adoption of Administrative Regulations

Administrative regulations are effective upon approval of the Superintendent of
Schools.
