Re: CTAC MOU with East Haddam Recommendations

The Colchester Public Schools have established a preliminary relationship with East Haddam
Public Schools to create a collaborative 18-21-year-old program for the 2020-21 school year.
There are a number of benefits to this collaboration for both districts and the students involved.
As part of this process I am requesting that the Board of Education give initial approval to
develop a shared program and authorize me to develop, with legal counsel, a Memorandum of
Understanding to establish a formal relationship. This new collaboration will result in some
additional costs, most likely under $20,000, that will be reallocated from the proposed 2020-21
special education budget. It is anticipated that this program could accept tuition students from
surrounding districts in future years.

Major areas of the MOU include:
e Leasing of an appropriate space in Colchester to coincide with the school year, i.e., July
1- June 30
e Determining the method of payment for the leased space
e Reviewing the leased space for any potential renovations and cost sharing of said
renovations a :
e Agreement upon staffing levels, hiring conditions, staffing issues, or any additional
staffing matters
Agreement upon the number of students and the staff to student ratio
Agreement upon the creation and implementation of a curriculum
Agreement upon any means of transportation and associated costs
Agreement upon any ancillary costs, such as supplies, food, field trips, etc.
