MEMBERS PRESENT: Chair Mary Tomasi, Vice Chair Chris McGlynn, Amy Domeika,
Suesen Hickey, Jessica Morozowich

MEMBERS ABSENT: Joanne Rose, Mitch Koziol; Student Members Nick
Janus and Shannon Hickey.

ADMINISTRATION PRESENT: Superintendent Jeffrey Burt, Principal Colchester Elementary
School Principal Judy O’Meara, Jack Jackter Intermediate School Principal Elise Butson, Director
of Teaching and Learning Charles Hewes, Director of Pupil Services and Special Education
Kathleen Perry, Director of Education Operations Mario Hurtado, Director of Human Resources
Shannon Ramsby, Chief Financial Officer Maggie Cosgrove.


1.    MEETING OPENING
     1.1 Chair Tomasi called this Special Meeting by remote audio to order at 4:00 pm.
         Chair Tomasi called a roll call for attendance.

2. PUBLIC COMMENT
   2.1 Citizens were invited to address the Board by emailing boardquestions@colchesterct.org
       or in written form to Colchester Board of Education, 127 Norwich Avenue, Suite 202,
       Colchester, Connecticut 06415. Public questions entered at least one hour prior to the
       start of the meeting were addressed if in regard to an agenda item. Other questions were
       answered in writing and added to the minutes of the meeting.
       No comments were received.

3. REPORT FROM SUPERINTENDENT
   3.1 Communications
       A letter was received from K. Snow asking about recovering classroom time for the
       students.

4. PRIORITY DISCUSSION/ACTION ITEMS
   4.1 MOAs with Bargaining Units
       Draft Memorandums of Understanding/Agreement have been established with the following
       bargaining units in a response to the district closure:

              • CUSTODIANS FEDERATION LOCAL 1303-77
               • LOCAL #818 - CAFETERIA MANAGERS
              • LOCAL #424-54 - NURSES (TBD)
              • LOCAL #1303-450 - OFFICE PROFESSIONALS
              • LOCAL #3279 - PARAPROFESSIONALS, CAFETERIA WORKERS & CDAs
              • COLCHESTER FEDERATION OF TEACHER

        Motion by: J. Morozowich
        to authorize the Board Chair to sign finalized copies of the Memorandums of Agreement
        on work during the district closure as a result of the COVID19 pandemic with the
        following bargaining units: Custodians; Cafeteria Managers; Office Professionals, Local
        #3279, and Teachers – excluding the Nurses as the MOA was just received.

   4.2 Non-Union, Part time and Other Staff Discussion
       The superintendent discussed the status of non-union, part-time and other staff members in
       light of the new federal relief legislation and the Governor's Executive Order #7R. No
       action is recommended at this time.

   4.3 Donation of Eye Goggles from WJJMS to Healthcare Providers
       There is a shortage of eye goggles for healthcare providers; WJJMS has several unopened
       boxes for donation.
       Motion by: C. McGlynn
       to approve the donation of N95 masks from Bacon Academy and WJJMS to Saint Francis
       Hospital's COVID ICU department.
       Second by: A. Domeika.
       Vote:        Roll Call Vote: C. McGlynn – yes
                                    A. Domeika – yes
                                    J. Morozowich – yes
                                    S. Hickey – yes
                                    M. Tomasi – yes
         Unanimous to approve by those present.

   4.4. Donation of N95 Masks to Saint Francis
        Bacon Academy and WJJMS had unopened boxes of N95 masks which were donated
        to Saint Francis Hospital's COVID ICU department.
        Motion by: J. Morozowich
        to approve the donation of N95 masks from Bacon Academy and WJJMS to Saint Francis
        Hospital's COVID ICU department.
        Second by: S. Hickey.

        Unanimous to approve by those present.

   No comments received.
