Chair C. McGlynn called the meeting to order at 6:03 PM.

4.1 December 14, 2020

To approve the minutes of the December 14, 2020 Policy Committee meeting

5. *PRIORITY DISCUSSION/POSSIBLE ACTION ITEMS: POLICIES/REGULATIONS
FOR A FIRST READING
5.1 4115P Evaluation-Certified
Minor policy language changes were discussed.
5.2 5124P Reporting to Parents
This policy will be split into a policy and a regulation so that the policy is broader in
scope and the regulation outlines the specifics of how the District will report to parents.
The addition of social media will be included in the language.
5.3 5131.911P Bullying Prevention and Intervention
The Committee reviewed a new policy suggested for adoption by Shipman & Goodwin
that is in line with recent laws around bullying in schools.
5.4 5145.5P Policy Regarding Title IX of the Education Amendments of 1972-Prohibition
of Sex Discrimination and Sexual Harassment (Students)
This policy update was suggested by Shipman & Goodwin due to significant changes in
Title IX at the federal level. A regulation will be presented to the Policy Committee at
the February meeting, which follows District training on changes to Title IX.
5.5 Transportation Policy Initial Discussion
The Policy Committee reviewed 3541.3P Transportation Routes, Stops, and Services. A
regional comparison of walking distances by grade levels shows that the Colchester
policy has shorter distances than surrounding towns. The Committee discussed potential
revisions to this policy. Further research and parent feedback will be pursued and the
Committee will review the policy at a later date. No action taken.

Bullying Prevention and Intervention, and 5145.5P Policy Regarding Title IX of the
Education Amendments of 1972-Prohibition of Sex Discrimination and Sexual
Harassment (Students) to the full BOE for a first reading.

7.1 Temporary Policies Review
Agenda item 7.1 Temporary Policies Review will be a standing agenda item.
The Committee reviewed temporary policies and Superintendent Burt shared that these
policies will be removed at the end of pandemic.
7.2 *3420P Tuition Fees
The updated policy language included the cost of special education services for staff
who choose to have their children attend Colchester Public Schools.
7.3 *4214P Transfer/Reassignment
This policy replacement was reviewed by legal counsel and presented to the Committee
for review.
7.4 *4218.4P Surveillance on School Property (Personnel)
The revised policy on surveillance has been updated with guidance from CABE in
accordance with the increase in surveillance on our school campuses and in school
buildings.
7.5 *5131.11P Surveillance on School Property (Students)
The revised policy on surveillance has been updated with guidance from CABE in
accordance with the increase in surveillance on our school campuses and in school
buildings.

Priorities are to finish updating the 5000 series policies and also addressing any immediate
need for COVID-19 related policies. Policy 3541.3P Transportation Routes, Stops, and
Services will be reviewed, and a regulation for 5145.5P Policy Regarding Title IX of the
Education Amendments of 1972-Prohibition of Sex Discrimination and Sexual Harassment
(Students) will be reviewed.
