ACKNOWLEDGEMENTS
This survey was conducted by SERAC and sponsored by the Colchester Local Prevention Council, YouthFirst. The survey
instrument was derived from the Connecticut Governor’s Prevention Initiative for Youth (GPIY) survey [1], which was given
by the Connecticut Department of Mental Health and Addiction Services (DMHAS) and UConn Health Center in 2000. The
survey has been designed to ascertain prevalence, attitudes and behaviors related to use of substances (tobacco,
electronic cigarettes, alcohol, and illicit drugs). We gratefully acknowledge refinements to the original survey made by
coalitions and health professionals throughout Connecticut specifically, East of the River Action for Substance-Abuse
Elimination (ERASE) and Archie C. Swindell, Ph.D. of Quantitative Services. The modifications reflect changes in questions
related to illegal substances and gambling behaviors, and the addition of questions related to other risk-taking behaviors.
The authors sincerely appreciate the cooperation of administrators and teachers at Colchester schools who facilitated
administration of the survey. We especially thank the youth who shared their personal experiences and opinions, and
parents who permitted their children to take the survey. It is emphasized that the results of the survey are intended to
provide information to support community-wide prevention planning. They are not intended to be an evaluation of any
specific domain (individual/peer, family, school, or community).
This report draws liberally on earlier reports of GPIY survey results [1] for formatting and structure. Comparisons with
national statistics utilize the Monitoring The Future (MTF) survey of 2018 [2].

METHODS
The survey instrument used to collect data for this report was developed using the Connecticut Governor’s Prevention
Initiative for Youth (GPIY)[1] Youth Survey for grades 6 – 12 as a starting point. The survey has been modified by several
regional prevention coalitions across Connecticut to reflect changes in patterns of substance use and gambling behaviors
that have occurred in the years since the GPIY survey was last given by the Connecticut Department of Mental Health and
Addiction Services (DMHAS). Whenever possible, SERAC used questions identical to the Core Measures required for Drug
Free Communities (DFC) and Sober Truth on Preventing (STOP) Underage Drinking Grants [6] or the GPIY survey which
were taken from national surveys including YRBSS [5] and Monitoring The Future (MTF) [2].
In January and February 2019, the survey was administered by teachers at each of the participating schools to students in
grades 6-12 (except those whose parents had excused them from the survey) using the SurveyMonkey.com website.
Prior to administration of the survey, parents were given the opportunity to examine it and to excuse their child from
participating by informing the school. Youth were also able to decline, on their own, to take the survey by simply logging
off the computer.
Guidelines for administration of the survey were developed by the University of Connecticut Health Center [1]. During
survey administration, conversation among students was discouraged, and youth were reassured about the anonymity of
the surveys and the need for their honest input.

For this report, data have been weighted based on grade-specific participation rates. The rates in the “total” columns
represent weighted averages of the grade-specific rates. Throughout this report, rates based on responses from fewer
than 5 individuals (unweighted n<5) are suppressed for confidentiality purposes.
All analyses and tabulations were carried out using SPSS® version 24 data analysis software system. Data checking and
formatting operations were carried out in Microsoft Excel®, and this final report was produced in Microsoft Word®.

RESULTS AND DISCUSSION
Section 1: Survey Participants
In January and February 2019, students enrolled in grades 6-12 in Colchester Public Schools were surveyed regarding
their use of substances such as alcohol, tobacco, electronic cigarettes, legal and illicit drugs and other risky behaviors,
their perceptions about themselves, their community and their school. The survey was administered on-line using the
SurveyMonkey.com website and software. A total of 1194 individuals participated in the survey. All surveys were
examined to detect incomplete, inconsistent or non-serious responses, and 27 (2%) were excluded for one or more of
these reasons. The analysis was performed using responses from the remaining 1167 participants. The overall
participation rate was 91% (Table 1). Grade-specific participation rates ranged from 96% among 8th and 9th graders to 81%
among 12th graders.
The demographics of the participants included in the analysis are shown in Tables 2 and 3.
Section 2: Tobacco, Alcohol, and Other Substance Use
Among the common substances of concern, alcohol appears to be the substance of choice among Colchester youth
followed closely by electronic cigarettes and marijuana (Table 4, Figure 1). Overall, 25% of youth report ever having used
alcohol in their lifetime (lifetime use) while 10% report having used alcohol in the past 30 days (recent use). There is a
marked increase in reported use rates between middle school and high school.
Although Connecticut law prohibits the sale of electronic cigarettes to individuals under 18 years of age, electronic
cigarette use is an emerging issue among youth in Connecticut. In Colchester, about 5% of middle school aged youth and
34% of high school aged youth report ever having used an electronic cigarette in their lifetime. Reported recent use rates
among middle school and high school aged youth are 1% and 19%, respectively.
About 1% of middle school aged youth and 31% of high school aged youth report ever having use marijuana in their
lifetime. Recent use of marijuana is reported by too few youth to report a rate.

About 14% of all youth report having used energy drinks in the past 30 days and about 36% of all youth report ever having
used energy drinks in their lifetime (Table 5). Fewer youth, 4% and 11% respectively, report recent or lifetime use of
energy drinks containing alcohol. About 4-5% of youth report ever having used inhalants or having misused over-the-
counter medications to get high.
Of the illicit drugs specifically mentioned in the survey, marijuana is the most commonly used substance (Table 4 and
Table 6). As noted above, about 1% of middle school aged youth and 31% of high school aged youth report ever having
use marijuana in their lifetime.

In general, regular use of illicit drugs, other than marijuana, does not appear to be a large problem among the Colchester
youth (
Table 6). Reported recent use rates for most substances are generally less than 1%. Lifetime use rates do suggest that
youth are experimenting with some substances, particularly synthetic marijuana (3.2%), hallucinogens (2.1%), cocaine and
ecstasy (1.2%).
Overall, the most commonly misused types of prescription medications are pain medications and downers (Table 7).
About 6% of all youth report ever having misused pain medications or downers without a prescription. Among high
school aged youth, lifetime prescription downer misuse (7%) tends to be slightly higher than prescription pain medication
misuse (6%). About 3% of all youth report ever having misused uppers while 2% report ever having misused tranquilizers.

Youth reporting lifetime use of energy drinks, energy drinks with alcohol, cigarettes, other tobacco, alcohol or marijuana
were also asked about the age at which they first used those substances (Table 8. Reported Age of Initiation of Use Among
Lifetime Users of Various Substances ). For energy drinks, the most commonly reported age of initiation is between 11 and
13 years. For energy drinks containing alcohol, electronic cigarettes, cigarettes, other tobacco products, alcohol, and
marijuana, the largest percentage of youth report having begun using between the ages of 14 and 15.
Youth reporting lifetime use of electronic cigarettes were asked more detail about their use (Tables 9,10 and 11).
• While most lifetime electronic cigarette users (80%) report having vaped nicotine, more than half (62%)
report having vaped marijuana/THC.
• The most commonly reported reason for having started using electronic cigarettes is curiosity (43%).
• The most commonly reported reason for continuing to use electronic cigarettes is stress / to feel better
(28%).
Youth reporting lifetime use of cigarettes were asked additional details about their use (Tables 12,13 and 14).
• The most commonly reported sources of cigarettes are friends (32%) or a store (28%).
• The most commonly reported reason for having started using cigarettes is curiosity (37%).
• The most commonly reported reason for continuing to use cigarettes is stress / to feel better (19%).
Youth reporting lifetime use of tobacco products other than cigarettes were asked additional details about their use (Tables
15,16 and 17).
• The most commonly reported reason for having started using other tobacco products is curiosity (28%).
• The most commonly reported reason for continuing to use other tobacco is stress / to feel better (17%).
• The most commonly reported source of other tobacco products is friends (48%).
Youth reporting lifetime use of marijuana were asked additional details about their marijuana use (Tables 18,19 and 20).
• The most commonly reported reason for having started using marijuana is curiosity (56%).
• The most commonly reported reason for continuing to use marijuana is stress / to feel better (38%).
• The most commonly reported source of marijuana is friends (79%).

Youth reporting lifetime alcohol use were asked additional details about their alcohol use (Tables 21,22,23 and 24).
• About 21% of lifetime alcohol users report having consumed 4 or more drinks during a single occasion at
least once in the past 30 days.
• The most commonly reported source of alcohol is friends (52%).
• The most commonly reported reason for having started using alcohol is curiosity (44%).
• The most commonly reported reason for continuing to use alcohol is stress/to feel better or boredom
(12%).
Youth reporting recent (past 30 day) alcohol use, were also asked about the location of their alcohol use (Tables 25 and
26).
• About three-quarters of recent drinkers, 77%, report having consumed alcohol at home in the past 30 days.
• Nearly as many (70%) report having consumed alcohol at the homes of others in the past 30 days.
• About 12% of recent drinkers (all high school aged) report having been intentionally under the influence of
alcohol while at school in the past 30 days. This corresponds to about 1% of all youth.
Section 3: Individual/Peer Domain
Perceived harm associated with substance use tends to be inversely correlated with use of that substance. About 70% of
youth feel that there is great risk associated with using prescription drugs not prescribed to them while 64% feel there is
great risk associated with smoking 1 or more packs of cigarettes per day (Table 2727). Fewer youth feel there is great
risk associated with drinking 5 or more alcoholic beverages once or twice a week (41%), taking 1 or 2 drinks of an
alcoholic beverage nearly every day (33%) or using electronic cigarettes (30%). The fewest youth feel there is great risk
associated with using marijuana 1 or 2 times a week (25%). For all substances 8-13% of youth report that they do not
know how much risk is associated with use.

Overall, 61% of youth strongly disapprove of someone their age having 1 or 2 drinks of alcohol nearly every day (Table
28). The percentage is 77% among middle school aged youth but it drops to 49% among high school aged youth.

Youth were asked how wrong their friends feel it would be for them to gamble and to use cigarettes, electronic cigarettes,
alcohol, marijuana or prescription drugs (Table 29). For all behaviors, the percentage of youth who report that their
friends think it would be very wrong tends to decrease from 6th grade to 12th grade. Overall, the percentage of youth who
report their peers think use would be very wrong for them to use is highest for prescription drugs (64%) and lowest for
gambling (34%) and electronic cigarettes (35%).
Youth were asked how easy it would be for them to get alcohol, cigarettes, electronic cigarettes, marijuana, other illicit
drugs, prescription drugs or a gun (Table 30). Compared to younger youth, older youth consider all substances to be
more readily available. Overall, illicit drugs other than marijuana are considered the most difficult to obtain (79% very
hard) while alcohol is considered the easiest to obtain (27% very hard).
Colchester youth generally appear to have positive self-concepts (Table 31). Most youth (about 80%) respond positively
(agree or strongly agree) to statements such as, “I am good at making decisions", "I have a number of good qualities", "I
stand up for what I believe in" and "I believe my life is going in a positive direction”. However, about 30% of youth agree
or strongly agree with the statements, “I feel lonely" and "I feel sad most of the time.”
Youth were asked about their access to a social support network to help them deal with problems (Tables 32 and 33).
About 63% report that when they have a problem, they often or always/almost always talk with a friend, 40% report that
they often or always/almost always talk to a parent or guardian and about 60% also report that they often or
always/almost always keep it to themselves. About two-thirds of youth (68%) report that there is at least 1 trusted adult
at school who they can talk to if they have a problem.
About 24% of youth report having had thoughts about hurting themselves in the past 12 months and about 12% report
having hurt themselves on purpose in the past 12 months (Table 34). About 22% of youth report having felt sad or
hopeless almost every day for 2 weeks or more so that it stopped them from doing their usual activities while 12% of
youth report having seriously considered attempting suicide in the past 12 months.
Youth were asked if they have engaged in specific antisocial behaviors in the past year (Table 35). About 16% of youth
report having stolen something worth less than $100 while about 41% of youth report having cheated on a test at school.
Approximately 12% report having ridden as a passenger with a driver under the influence of drugs or alcohol and 4% of all
youth report having driven while under the influence of drugs or alcohol themselves in the past year.
Section 4: Family Domain
About 21% of youth report having a parent or guardian who smokes cigarettes, 10% report having a parent or guardian
who uses electronic cigarettes, 70% report having a parent or guardian who drinks alcohol and 7% report having a parent
or guardian who uses marijuana (Table 36). About 16% of youth report that a family member has used alcohol in such a
way that it has created problems at home, at work or with friends.
About 30% of youth report that they usually spend up to 1 hour after school without an adult present (Table 37). However,
13% report spending more than 4 hours after school without an adult present.
Youth were asked about their perception of their parents' disapproval of their use of alcohol, tobacco, electronic cigarettes,
marijuana and prescription drugs (Table 38). Nearly all youth (80-90%) report that their parents think it would be very
wrong for them to use prescription drugs without a prescription or smoke tobacco. Fewer youth (about 70%) report that
their parents think it would be very wrong for them to use electronic cigarettes, drink 1 or 2 alcoholic beverages nearly
every day or smoke marijuana. Still fewer youth (44%) report that their parents think it would be very wrong for them to
gamble. For all substances, the percentage of youth who feel that their parents disapprove of various behaviors is higher
than the percentage of youth who feel that their friends disapprove of that behavior (Figure 5).

Most youth (80%) say is it mostly true or definitely true that they are disciplined for breaking rules (Table 39). Seventy-
five to eighty percent (75-80%) of youth report that it is definitely true or mostly true that their families have clear rules
discouraging cigarette/tobacco, electronic cigarette, alcohol, marijuana or prescription drug use. Fewer youth, 70%, report
that their family has clear rules discouraging them from gambling.
Most youth (about 90%) report that it is mostly true or definitely true that they feel close to, valued and loved by their
family (Table 40). Fewer youth (about 60%) say it is mostly true or definitely true that they share their thoughts and
feelings with their parent/guardian. Still fewer, 48% say it is mostly true or definitely true that their parent/guardian
participates in activities at their school.
Section 5: School Domain
Nearly all youth (95%) say they try to do good work at school (Table 41). Youth generally feel encouraged and supported
by school teachers and staff. About 3% of youth report that they definitely DO NOT feel safe at school.
About 7% of all youth report having been intentionally high under the influence of drugs while at school in the past 30 days
(Table 42).
Section 6: Community Domain
Most youth (90%) feel that their community is a safe place (Table 43). Compared to younger youth, older youth are more
likely to perceive that drugs are a bigger problem and that drug use is more prevalent. Middle school aged youth are more
likely than high school aged youth to report that there are lots of things for young people to do in the community or that
adults in the community value teens.
Youth were asked about the importance of various prevention strategies in keeping kids from drinking alcohol (Table 44).
Overall, Checking IDs is the top-ranked strategy. Other effective strategies include having a license suspended and
breathalyzer testing. High price of alcohol, advertisements showing problems associated with alcohol use and friends who

disapprove of drinking are the lowest ranking strategies. Parental strictness ranks higher among middle school aged youth
while having a license suspended ranks higher among high school aged youth.
Section 7: Gambling
The majority of youth (81%) report never engaging in gambling behavior (Table 45). Less than 1% of youth report
gambling daily. Overall, about 6% of youth report that a member of their family has gambled so that it created problems at
home, at work or with friends.
Youth who report ever having engaged in gambling behavior were asked about various possible indicators of problem
gambling (Table 46).
• 28% report having tried to cut back on their gambling.
• 6% think they might have a gambling problem.
• 4% report having missed important social activities because they were gambling.
Section 8: Comparisons and Trends
In this section, Colchester 2019 data is compared with national data (Monitoring the Future 2018 [2]).
All Colchester lifetime and recent substance use rates from 2019 tend to be similar to or lower than the corresponding
national rates from 2018 (Tables 47 and 48).
