GRANT DESCRIPTIONS
AMERICAN RESCUE PLAN ACT (ARPA/ESSER III)
The Connecticut school communities-with students at the center-continue to be bold and innovative as they respond to the COVID-
19 pandemic. The United States Department of Education (USED) has recognized the importance of supporting these efforts,
particularly with the infusion of resources to support education in Connecticut. The American Rescue Plan Act of 2021 Elementary
and Secondary School Emergency Relief Fund (ARP ESSER) has granted the State of Connecticut an additional $1,105,919,874,
providing the opportunity to develop bold, high-impact plans to address the substantial disruptions to student learning, interpersonal
interactions, and social-emotional well-being.
ARPA IDEA
Part B and Part C of the Individuals with Disabilities Education Act (IDEA) authorize assistance to States to support the provision of
special education and related services to children with disabilities and the provision and coordination of early intervention services for
infants and toddlers with disabilities and their families, respectively. Section 2014(a) of the American Rescue Plan Act of 2021 (ARP)
provided more than $3 billion in supplemental funding for Fiscal Year 2021 for the three IDEA formula grant programs.
CHELSEA GROTON BANK
The Teacher Grant program is for teachers and non-profits who offer financial education or would like to offer financial education as a
part of their programming. This program requires the educator to teach six sessions of the Chelsea Groton Educational program in
the 2021/22 school year, attend a one hour train-the-trainer meeting if necessary, give pre-post program tests to their class and take
a field trip to visit Chelsea Groton Bank. In return, grant recipients will receive a $500 grant for use in their classrooms upon
completion of the requirements.
CORONAVIRUS RELIEF FUNDS
A total of $130.8 million dollars in State funding allocated to reimburse districts for increased costs due to Coronavirus for four
categories of spending: (1) Building Cleaning, Health, and PPE; (2) Transportation; (3) Academic; and (4) Student Support.
ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF FUND (ESSER I & ESSER II
The Elementary and Secondary School Emergency Relief Fund (ESSER Fund) was established as part of the Education
Stabilization Fund in the CARES Act to address the impact that the Novel Coronavirus Disease 2019 (COVID-19) has had, and
continues to have, on elementary and secondary schools across the nation. Allowable use of funds include: response to coronavirus,
addressing learning loss (ESSER II only), funds for school leaders to address needs of schools, address the unique needs of
students, develop systems to prepare for a response efforts, training in the prevention of spreading transmissible diseases, supplies
for sanitization, preparedness for long-term school closure, educational technology, mental health services, summer and after school
learning, facility repairs and improvements to prevent the spread of transmissible disease (ESSER II only), improvement to indoor air
quality (ESSER II only), other services necessary to maintain educational services. For a detailed description, please see

PERKINS V
The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) was signed into law on July 31, 2018.
Perkins V promotes reform, innovation, and continuous improvement in career and technical education (CTE) to ensure that students
acquire the skills and knowledge they need to meet challenging state academic standards and industry-recognized skill standards. It
prepares students for postsecondary education, further learning, and a wide range of opportunities in high-skill, high-wage, or high-
demand industries and occupations.
PERKINS SUPPLEMENTAL ENHANCEMENT 2
The section 112 of 20 U.S.C. 2322, Perkins V legislation allows states to distribute a portion of the local funds to foster innovation
through the identification and promotion of promising and proven career and technical education programs, practices, and strategies.
The supplemental enhancement concept was created to assist Perkins V secondary recipients in offering programs, practices, and
strategies that prepare individuals for nontraditional fields and/or promote the development, implementation, and adoption of
programs of study or career pathways aligned with State-identified high-skill, high-wage, or in-demand occupations or industries.
PROJECT SHARE - COMMUNITY FOUNDATION OF EASTERN CONNECTICUT
The Community Foundation is dedicated to integrating the values of equity and social justice into our grantmaking and community
initiatives. The Community Foundation board and staff have undertaken a process to listen and learn, and to integrate what we are
learning, as well as constituents’ voices, into our strategic priorities: Basic Needs & Rights, Youth Empowerment, Environmental
Conservation & Education, and Animal Welfare. The Community Foundation prioritizes funding for programs that seek to eliminate
racial and economic disparities in our region and that engage the voices of constituents of color and other end-users of services in
program planning. Examples include youth-led social change and environmental justice programs.
TITLE I, Part A
Title I, Part A of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act of 2015, is a
non-competitive grant allocated to districts across the country with the intent of improving academic programing for struggling
students. Allocations are distributed to schools at the district level based upon the percentage of students receiving free and/or
reduced lunch.
TITLE II, Part A
Title II, Part A of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act of 2015 is a
non-competitive grant allocated to districts across the country with the intent of supporting the professional learning of faculty and
administration.
TITLE III: English Learner and Immigrant Subgrant
The Title III is a non-competitive grant allocated to districts across the country with the intent of supporting English Learners. Due to
the limited amount of funding, Colchester Public Schools is required to be a part of a consortium headed by EASTCONN.
TITLE IV, Part A, Student Support and Academic Enrichment
Title IV is a non-competitive Title IV, Part A, SSAE grant has been allocated to districts across the country with the intent of improving
students’ academic achievement by increasing the capacity of local communities to:
a) provide all students with access to a well-rounded education;
b) improve school conditions for student learning; and
c) improve the use of technology in order to improve the academic achievement and digital literacy of all students.
