                                                 Sub-Recipient Monitoring

Prior to receiving state funds, a sub-recipient must agree in writing to comply with the State Single Audit
Act. More specifically, each sub-recipient must sign-off on a form, provided by the Board of Education,
that it agrees to the following:

             1. Meet the requirement of Connecticut Regulation Section 4-236.7 and the State Single Audit Act.

             2. Provide the Board of Education with a copy of their annual audit report, and in instances of
material non-compliance with state laws and regulations, develop a plan for a corrective action
within 14 days of their receipt of the audit report.

            3. Agree to ensure that appropriate corrective action is taken within six months of receipt of the
audit report in instances of material non-compliance. Agree to inform the Board of Education of
the completion of such action, also within the six-month time period.

            4. Permit independent auditors to have access to records and financial statements necessary for the
Board of Education to comply with state regulations.

            5. Use state funds for the authorized purposes only.

The Board of Education shall ensure that each sub-recipient complies with the above noted agreement.
The Board of Education shall consider whether any sub-recipient audit findings necessitate adjustment of
the Board of Education records, completing any appropriate adjustments. The Board of Education shall
also inform each sub-recipient of the source of funds received.
