It is the philosophy of the Superintendent of Schools that each staff member should be involved in the
development of the educational program for his/her area of interest and expertise. Planning, programming,
budgeting and evaluation systems is a year-round process that includes specifying measurable objectives,
determining how to evaluate the programs in relation to these objectives, and formulating budget requests for
them.
Advantages of Program Budgeting
1. Provide for a better presentation and justification of education programs at budget time;
2. Greater staff involvement in program decision-making and resulting budget development; and
3. Greater understanding of and support for programs.
Policy committee is keeping this policy with edits and consolidating with 3110, 3113 & 3120.
A. The Colchester Board of Education expects that the Superintendent will work collaboratively with
staff members in the annual development of the district budget.
